FBR POS Integration in Pakistan: Who Must Integrate and How It Works

Who must integrate with the FBR POS system, how it works, what your software must do, and how to choose or build a compliant POS or ERP.

By Muhammad Shahbaz · · 7 min read

Short answer: FBR POS integration means your sales system sends every invoice to the FBR in real time and gets back a unique invoice number and QR code. It is required for "Tier-1 retailers" and, since November 2025, for distributors and retailers above set withholding tax limits. Check your own status with FBR or your tax advisor.

What FBR POS integration is

FBR POS integration connects the software you use at the counter to the FBR's computerized system. Each sale creates an electronic invoice. The invoice is sent to the FBR, which returns a unique invoice number. The invoice then prints with a verifiable QR code, so a customer can check it.

The FBR runs a dedicated POS section on its website with legal provisions, a list of integrated retailers, technical help, invoice verification and a prize scheme for shoppers of integrated retailers. The legal rules sit in the Sales Tax Act, 1990 and the Sales Tax Rules, 2006.

This article explains the public rules as we understand them from official and trade sources. It is not legal or tax advice. Rules change often, so confirm every point below with the FBR or a qualified tax advisor before you act.

Who must integrate

The law uses the term "Tier-1 retailer", defined in section 2(43A) of the Sales Tax Act, 1990. According to the FBR's own POS FAQ and booklet, the term covers a person in one of these categories:

  • Retail units that belong to a chain of stores.
  • Retailers in air-conditioned malls, plazas or shopping centres (kiosks are excluded).
  • Retailers above a set electricity bill threshold over the previous twelve months.
  • Wholesalers who also sell at retail.

The exact thresholds have changed over time. The FBR documents we found show different electricity figures in different places, and one FBR notice also mentioned a shop size of 1,000 square feet. Because of this, do not rely on a blog post, including this one, for your exact status. Ask the FBR or your tax advisor.

The November 2025 change

On 3 November 2025 the FBR issued S.R.O. 2071(I)/2025. The FBR's own POS legal provisions page lists it. Press reports say it adds a new sub-rule under Rule 150Q of the Sales Tax Rules, 2006. It makes system integration mandatory for:

  • Distributors whose monthly deductible withholding tax under section 236G exceeds Rs 100,000.
  • Retailers whose monthly deductible withholding tax under section 236H exceeds Rs 500,000.

Trade reports did not state a compliance deadline. Sales tax experts quoted by the press also said the SRO does not give a clear framework for classifying Tier-1 retailers and that wording such as "immediately preceding period" is vague. We could not open the full SRO text, so treat these thresholds as reported, not confirmed. Check with the FBR or your tax advisor.

How the integration works

In simple terms, the flow looks like this:

  1. You register your business and each outlet with the FBR's online system.
  2. You register every POS machine or e-invoicing software that will issue invoices.
  3. Your software creates an invoice in the prescribed format and applies a digital signature.
  4. The invoice goes to the FBR system, which returns a unique invoice number.
  5. Your software stores the data securely and prints the QR code on the receipt.
  6. Sales tax return Annexure-C is filled automatically from your electronic invoices.

Under S.R.O. 69(I)/2025 (reported 30 January 2025), integrated persons may make sales only through registered outlets and registered POS points. If a sale has no QR code or FBR invoice number, an Inland Revenue officer can compute and recover tax on those goods. The same SRO asks retailers to offer a card machine, QR code or other digital payment mode at sale points.

Who does the connecting

Many retailers connect through PRAL (Pakistan Revenue Automation Limited), the FBR's technology partner, or through a licensed third-party integrator. In June 2025 Business Recorder reported that the FBR said PRAL integration services would be free under S.R.O. 69(I)/2025, after complaints that some third-party integrators charged up to Rs 10 per invoice or Rs 1 million a year. Ask PRAL or the FBR for the current fee position before you sign with any integrator.

What your POS software must do

From the rules above, a compliant system needs to do at least these things:

  • Issue invoices in the FBR's prescribed format, with a digital signature.
  • Transmit each invoice to the FBR system and receive the unique invoice number.
  • Print the FBR invoice number and a verifiable QR code on the receipt.
  • Record buyer details where required, such as name, address and registration number.
  • Handle offline periods. Under S.R.O. 164(I)/2025 (reported 18 February 2025), invoices made while offline must be recorded within 24 hours of reconnection.
  • Keep sales data stored safely and match it with what you report.
  • Support digital payment modes at sale points.

Penalties and enforcement

Sources show several consequences for non-integration. They have changed over the years, so confirm what applies today:

  • The FBR POS FAQ says failure to integrate can bring a penalty of Rs 1 million, and continued failure can lead to sealing of premises.
  • Input tax credit has been reduced for Tier-1 retailers that did not integrate. FBR documents show different percentages in different years (15 percent in one, 60 percent in another).
  • Under S.R.O. 164(I)/2025, the FBR can seal outlets that issue unverified invoices or stay disconnected from the FBR database for more than 48 hours.

There is also a counter-trend. In June 2025 the Federal Tax Ombudsman ordered the FBR to suspend sealing of Tier-1 outlets until technical problems in the POS system are resolved, as reported by Business Recorder. We did not verify whether that order is still in force in 2026. Do not assume sealing has stopped. Keep your integration healthy.

How to choose a POS or ERP for FBR integration

Ask these questions before you buy:

  1. Is the software already connected to the FBR system, and can the vendor show how it works with PRAL or an integrator?
  2. Who pays the integration fees, and are they per invoice or per year?
  3. What happens when the internet drops? Can it queue invoices and sync them within the allowed time?
  4. Does it cover your real workflow: stock, returns, discounts, multiple branches, wholesale and retail prices?
  5. Who updates the software when the rules change, and at what cost?
  6. Can you export your own data if you leave?

Can a custom POS or ERP integrate with the FBR?

Yes, a custom system can be built to follow the same technical steps: create the invoice, sign it, send it, receive the number, print the QR code, and store the record. The integration route (PRAL or a licensed integrator) and the FBR's technical documents define what the software must send and receive.

Custom work makes sense when your business has needs a standard POS does not cover, such as combined wholesale and retail billing, many price lists, or links to accounting and stock. It also costs more upfront than a packaged product, and you must plan for rule changes.

Stuck Media, a software company in Multan founded in 2023, offers custom POS, ERP and CRM development as a service. If you want to discuss an FBR-ready system, see our custom POS and ERP development page, and read how we quote on the pricing page. We will not promise approval or a deadline from the FBR, because that is outside any software vendor's control.

Is FBR POS integration mandatory for every shop?

No. The sources we found apply it to Tier-1 retailers, and from November 2025 to distributors and retailers above set withholding tax limits. Small shops outside those categories may not be required. Check with the FBR or your tax advisor.

What is a Tier-1 retailer?

It is a legal term in section 2(43A) of the Sales Tax Act, 1990. The FBR FAQ lists chain stores, retailers in air-conditioned malls or plazas, retailers above an electricity bill threshold, and wholesaler-cum-retailers. Thresholds have changed, so confirm the current text.

What happens if I do not integrate?

Possible consequences in the sources include a penalty of up to Rs 1 million, reduced input tax credit, and sealing of premises. Current enforcement may differ. Ask your tax advisor.

Does integration cost money?

The FBR said PRAL integration services are free under S.R.O. 69(I)/2025, as reported in June 2025. Software, hardware and third-party integrator charges may still apply. Confirm in writing before you pay.

Can I use my existing software?

Possibly, if it can create signed invoices, send them to the FBR system, receive the invoice number and print the QR code. Ask your vendor to show a working connection, not just a promise.
